Certificate of Non-Coverage (CNC) Application


The EMB Environmental Impact Assessment and Monitoring Division’s CNC Online System service enables you to efficiently review and process Certificate of Non-Coverage (CNC) applications. Here’s a guide to help you navigate the system:

Getting Started

Login:

  • Use your credentials to log in to the system.

Dashboard:

  • Upon login, you’ll be directed to your dashboard. Here, you can see an overview of pending applications, recently reviewed applications, and notifications.

Reviewing CNC Applications

Access Applications:

  • Go to the "Applications" tab to see a list of CNC applications pending review.

Select Application:

  • Click on an application to view its details. This includes the project description, location, proponent information, and any supporting documents.

Assessment:

  • Review the project details and supporting documents. Ensure that the project meets the criteria for a CNC, which typically means it has minimal environmental impact and does not require an Environmental Impact Statement (EIS).

Processing Applications

Approve or Deny:

  • If the application meets all criteria and is complete, you can approve it. If it lacks necessary information or does not qualify, you can deny it. Provide detailed comments and reasons for denial if applicable.

Request for Additional Information:

  • If more information is needed, you can send a request to the applicant for additional documents or clarifications.
